JOB DESCRIPTION:

This is a Maine management service position requiring leadership and management in the Business Office of Maine Emergency Management Agency (MEMA). Responsibilities include providing senior Agency personnel with an in-depth and continuous analysis of Agency finances including revenue forecasts. Additional responsibilities include assisting the Director in lease/purchase analysis and negotiations, capital budget preparation/analysis, and preparing financial impact assessments. Supervisory responsibilities are an integral part of this position. Work is performed under the administrative direction of the MEMA Director. Both external and on-the-job training available. Occasional state-wide and out-of-state travel is required.

JOB DUTIES INCLUDE BUT ARE NOT LIMITED TO:

  • Provides budgetary information, revenue forecasts, and analyses of Agency finances in order to keep administrators informed of Agency financial status and resources.
  • Develops and oversees the implementation of standardized financial reporting formats and procedures and other financial systems for the Agency in order to ensure and document compliance with applicable state and federal fiscal regulations and standards.
  • Acts as technical resource in order to provide support to professional accounting staff in the areas of cost accounting, cost analysis, financial analysis, and financial statement preparation.
  • Advises and consults with management personnel on financial operations and administrative problems in order to develop and recommend solutions.
  • Develops and recommends budgets, work and fiscal programs, and changes thereto in order to support attainment of department goals.
  • Analyzes financial policies and procedures, recommends appropriate modifications, and implements approved modifications in order to improve the efficiency, economy, and control of Agency financial operations.
  • Assists Director in lease/purchase analysis and negotiations in order to effectively manage financial resources.
  • Reviews and updates indirect cost allocation plans in order to ensure compliance with federal regulations.
  • Assists Director in the preparation and allotment of the biennial budget in order to ensure sufficient resources exist to meet established goals and objectives.
  • Reviews, monitors and assesses informational material and statutes pertaining to various funding services to determine availability or new or alternative funding sources.
  • Sub-recipients monitoring – audits/monitors the activities for sub-recipients as necessary to ensure that Federal awards are used appropriately, performance goals are achieved, review systems of internal controls and compliance with applicable laws, rules and regulations.
  • Assist Department and Agency Leadership with development of bi-annual State budget and all supplemental modifications to the budget process. Initiates budget modifications and financial orders as needed.
  • Reviews and analyzes laws, rules, regulations, policies and procedures and make recommendations for revisions or repeal in order to maximize unit operational effectiveness and efficiency.
  • Develops and implements policies and procedures, directing and performing staff support activities on the areas of financial, human resource, legal and technology.

  • Ability to conduct complex cost, cost/benefit, forecasting, and financial analyses and modeling.
  • Ability to plan, organize, direct, and coordinate fiscal and administrative services.
  • Ability to interpret and apply policies and regulations and systematize procedures.
  • Ability to advise subordinates, officials, and others on financial and administrative matters.
  • Ability to prepare budgets and execute work programs.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to establish and maintain effective working relationships.
  • Ability to direct and oversee the work of assigned employees.

MINIMUM REQUIREMENTS:

An eight-year combination of education, training, and/or progressively responsible experience in cost, cost/benefit, and financial analysis. Directly related experience may be substituted for education on a year-for-year basis
