Job Description: 

This position conducts key engineering project support tasks for the Maine Army National Guard’s construction and modernization program.  Responsibilities include QA/QC of project design and documentation, data and records management, integrating data into Army databases and GIS, establishing and improving work flows, and developing and executing corrective actions independently, with engineering and GIS section peers, or contractors.  Work involves substantial review of AutoCAD data to ensure data standards are implemented.  This position will be exposed to a wide variety of projects in an open and dynamic Engineering and Facilities Management office.  Professional development training opportunities are available.  Work is performed under the general direction of the Engineering Branch Chief.

Knowledge, Skills, and Abilities:

  • Knowledge of Structural/ Architectural/Civil/Mechanical/Electrical principals, practices, and techniques.
  • Knowledge of modem management principles, practices, and tools.
  • Knowledge of OSHA, ADA, NFPA, NEC, and plumbing codes.
  • Knowledge of contracting procedures.
  • Knowledge of system commissioning, practices and techniques.
  • Knowledge of AutoCAD and ability to use the program to update current facility plans.
  • Ability to plan and supervise the work of technical and professional subordinates.
  • Ability to communicate effectively oral and in writing.
  • Ability to understand and follow complex oral and written instruction.
  • Ability to read and interrupt project specifications and drawings.
  • Ability to establish and maintain effective working relationships.
  • Ability to foresee potential issues in construction process which may impact the end user in maintaining the facility.
  • Ability to anticipate and analyze problems, reach logical conclusions, and make sound decisions.
  • Ability to manage multiple complex, diverse and concurrent activities.
  • Ability to write daily and bi-weekly reports to communicate project execution and progress.
  • Ability to complete independent cost analysis on Change proposals.

Minimum Qualifications

Eleven (11) years of para-professional engineering or construction project management experience;

Associates Degree in an engineering/construction discipline and seven (7) years of experience; or

Bachelors Degree in an allied field and three (3) years of experience. 

Preference will be given to candidates with the following skills or experience:

  • Construction project administration
  • AutoCAD
  • GIS
  • Work with databases
