Baxter State Park (BSP), a quasi-state agency preserving and protecting a 209,644-acre wilderness in north-central Maine, seeks a broadly experienced maintenance leader to oversee administration and management of all maintenance activities in Baxter State Park.  This is a critical project management position that supervises a small, dynamic maintenance staff, collaborates with other BSP divisions for internal projects, and takes on a lead coordinator role when supplementing maintenance and construction activities with external design professionals and contractors.  The successful candidate must excel at project management and field supervision of a broad variety of maintenance and construction projects in a remote, off-grid setting and possess solid communication, planning and administrative skills.  The position reports to the Chief Ranger and is based out of Park headquarters in Millinocket, Maine.

In collaboration with the Chief Ranger, the position is responsible for planning, budgeting, scheduling, administering and managing all maintenance activities in Baxter State Park, which includes over 300 buildings (including remote park housing, the headquarters compound in Millinocket, ranger stations and visitor lodging facilities), 30+ automobiles, 18 snowmobiles, heavy equipment including several dump trucks and backhoes, off-grid power systems, and radio communications for operations and emergency management.  In addition to supervising three permanent maintenance employees - a Field Heavy Vehicle & Equipment Technician, Maintenance Mechanic and Supervisory Carpenter - the position is responsible for administering contracts for construction & maintenance services and coordinates with Rangers & Trail Staff to plan, coordinate, train and direct the work of Campground Rangers on maintenance assignments.  The position oversees the acquisition and maintenance of all rolling stock (i.e. fleet, snowmobiles, heavy equipment) and small engines (i.e. chainsaws, mowers, fire pumps, etc.). 

Baxter State Park is a unique public trust independent of the state park system which serves to steward the Park according to the wishes of the donor, former Maine Governor Percival Baxter.  As a result, infrastructure in the Park is off-grid and is kept intentionally simple and rustic in style, employing a mix of traditional round log and stick frame construction.  Similar to many other parks, BSP has a backlog of deferred maintenance projects.  Limited vehicular access to project sites, busy visitor services, and ongoing public safety needs add complexity to all projects within BSP.  While some roadside projects may have relatively “normal” mobilization considerations, remote projects often require specialized logistical planning that may require the use of snowmobiles, boats or helicopters to transport materials and equipment to project sites.  Successful projects will need to blend the use of modern tools and construction techniques with creative problem solving, careful logistics, and a flexible and adaptable approach to achieve objectives.


  • Plans, organizes, assigns, and directs the work activities of subordinate staff to attain established Park goals and objectives and ensure consistent application of technical and safety policies, procedures, and guidelines.
  • Develops and maintains short (1-3yr) and long-range (6-10yr) maintenance plans to address the deferred maintenance backlog within an approved biennial budget.
  • Develops and implements a service request system for reporting, prioritizing, scheduling and tracking facilities maintenance issues across Baxter State Park. Manage call-out procedures and assignments for snow removal and building or equipment related emergencies at BSP HQ or throughout the Park.
  • Assesses buildings, roads, culverts, bridges, solar and utility systems, campgrounds, dams, and other park equipment and facilities in order to assure that the park is well maintained, and that corrective action is taken when necessary.
  • Coordinates with the BSP Roads Commissioner on all road construction activities.
  • Plans and schedules maintenance employees and supervises contractors.
  • Recommends, guides, and provides technical assistance to the Chief Ranger and field operating units in order to serve as a specialist in the field of maintenance and construction.
  • Estimate construction costs in advance of hiring contractors.
  • Works with the Chief Ranger to budget maintenance costs for capital improvements, new equipment, and maintenance projects.
  • Administers necessary engineering work to design projects and prepare and bid construction and maintenance contracts and provides supervision and inspection of contractors to ensure compliance with specifications.
  • Installs, maintains and repairs HVAC and propane appliances, and solar power systems.
  • Coordinates, supervises and performs road maintenance activities including culvert replacement, graveling, road raking and ditch maintenance.
  • Assists with wildland firefighting prevention, preparedness and response as assigned.
  • Implements and complies with human resource laws, policies, procedures, and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.

Knowledge, Skills, and Abilities required for the position:

  • Knowledge of policies, programs, and procedures as may be established by the Baxter State Park Authority.
  • Knowledge of the construction and maintenance requirements associated with operation of a large outdoor recreation area.
  • Knowledge of traditional, round log construction techniques and maintenance standards.
  • Knowledge of facilities, buildings, and equipment normally associated with a large outdoor recreation area.
  • Knowledge of worker safety programs and standards.
  • Knowledge of maintenance and construction contract procedures.
  • Knowledge of state regulations pertaining to propane and solid fuels, fuel storage, hazardous waste and licensing and regulatory requirements related to maintenance and construction of facilities in Baxter State Park.
  • Knowledge of off-grid power systems, including but not limited to solar energy generation and storage systems
  • Ability to plan, coordinate, and supervise the work of others involved with maintenance activities.
  • Ability to establish and maintain effective working conditions with park personnel, other agencies, and public groups.
  • Ability to evaluate and assess maintenance and construction requirements of a large outdoor recreation area and take necessary action to ensure these requirements are met.
  • Ability to maintain accurate records of maintenance and construction activities.
  • Ability to write reports concerning maintenance and construction activities.
  • Ability to coordinate requests for construction and maintenance activities with operational units of the park.
  • Ability to formulate construction and maintenance standards and schedules.
  • Ability to use applicable computer programs.



A six year combination of education, training, and/or experience in the mechanical and/or construction trades, which includes at least three years of supervisory or project management experience.

Preference for knowledge of and experience in traditional round-log construction and maintenance.

Preference will be given to candidates with significant supervisory experience and demonstrated leadership skills.

LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS(These must be met by all employees prior to attaining permanent status in this class).

Employee must have or successfully obtain a Class A drivers license.

Employee must have or successfully obtain a license as a propane and natural gas technician.

Baxter State Park, while independently-funded, does share the same benefit packages as the State employee system.  For this position, that includes health (state pays $447.44 biweekly with health credit, employee contributes $23.55) and dental (state pays $14.60 biweekly, no employee deduction) as well as contributions to Maine Public Employees Retirement System at a rate of 14.11% of pay.  Vacation and sick time accrue at increasing rates with seniority in the state system.
