Baxter State Park, a quasi-state agency preserving and protecting a 209,644-acre wilderness in north-central Maine, seeks a business professional to lead business and data process development and maintenance for the Park’s 60 employees and $5 million dollar annual operating budget.  The role is critical to optimize processes and streamline workflows that will keep Park leadership current on fiscal activity.  The successful candidate must have considerable experience with fiscal management and a strong ability to listen and understand issues before engaging with solutions.

The position reports to the Park Director and is responsible for Park business and fiscal controls.  The incumbent is responsible for liaising with state government agencies on budgeting, accounting,  and financial analysis for the Park, acting as the contract administrator for select contracts and as a business tools coordinator (cell phones, managed IT services, website maintenance, software license administration).  

As an independent public trust and a quasi-state agency, donated to the state of Maine by former Governor Percival Baxter for the benefit of the people of Maine, Baxter State Park is structurally unique.  Park employees are part of the Maine State employee system and participate in insurance and retirement plans similar to other State employees, and we operate consistent with the State Budget process on a July 1 – June 30 fiscal year.  However, the Park is funded by an endowment left by Governor Baxter, visitor use fees, and revenue from timber management, and does not receive General Fund monies. This position is responsible for navigating our relationship with state government processes.

Representative Tasks and Areas of Responsibility

Business and fiscal controls and systems maintenance

  • Analyzes financial policies and procedures, recommends appropriate modifications, and implements approved modifications to improve the efficiency, economy, and control of Park financial operations.
  • Monitors all expense and revenue activity in agency funds. Provides reports outlining revenue and expenditure analysis including budget to actual and comparisons across years.  Tracks activities and advises on changes necessary to achieve goals within budget constraints
  • Plans, designs, and evaluates agency accounting systems to maintain sound fiscal management and ensure proper interface with state-wide financial systems
  • Develops and oversees the implementation of standardized financial reporting formats and procedures and other financial systems to ensure and document compliance with all applicable fiscal regulations and standards
  • Acts as a technical resource to provide support to professional staff in the areas of cost accounting, cost analysis, financial analysis, and financial statement preparation
  • Assists in the preparation and allotment of the biennial budget in order to ensure sufficient resources exist to meet established goals and objectives
  • Maintains and tracks contract expense activity and reports to contract administrators
  • Prepares and submits state lodging and sales tax reporting and Maine Department of Labor unemployment reports
  • Ensures appropriate processes are followed for interagency payments, petty cash and bank statement reconciliations, and state budget reporting
  • Administers all Park insurance policies as point of contact
  • Provides guidance and maintains systems to organize and ensure compliance for data including records retention, reservation system and phone log data, trail counts, gate data, and other relevant operational data

The successful candidate will possess considerable knowledge of

  • Principles, practices, and techniques of general accounting and financial analysis

And be able to

  • Communicate clearly and effectively orally and in writing

Minimum Qualifications: Six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.

Preference will be given to candidates with four (4) years of education and/or experience in accounting, and financial analysis.

Desired Qualifications:

  • Experience with accounting and financial analysis software
  • Proficiency with Google suite, Microsoft Office Suite and Adobe products

Knowledge, Skills, and Abilities Essential to the position:

  • Solid comprehension of Generally Accepted Accounting Principles and Government Accounting Standard Board (GAAP/GASB)
  • Knowledge of principles and practices of public administration
  • Ability to plan and organize Park fiscal activities
  • Ability to interpret and explain laws, rules, policies, and procedures applicable to the Park
  • Ability to communicate effectively orally and in writing
  • Ability to apply for and administer grants
  • Ability to establish and maintain effective working relationships
  • Ability to analyze information, reach logical conclusions, and make sound recommendations
  • Knowledge of the principles, methods, and techniques used to analyze and develop functional and organizational infrastructure requirements
  • Knowledge of current business and management systems, methods, and processes
  • Knowledge of quality assurance principles, methods, and techniques used to ensure a project or program fulfills organizational requirements and standards
  • Ability to work without ego, as a utility player in a small shop where we all need to work as a team

Benefits:

Baxter State Park, while independently-funded, does share the same benefit packages as the State employee system.  For this position, that includes health (state pays $447.44 biweekly with health credit, employee contributes $23.55) and dental (state pays $14.60 biweekly, no employee deduction) as well as contributions to Maine Public Employees Retirement System at a rate of 14.11% of pay.  Vacation and sick time accrue at increasing rates with seniority in the state system.
