Human Resources Generalist

We are looking for a talented and resourceful individual to join our team in serving human resource needs of four state departments (Public Safety, Labor, Defense & Veterans and Emergency Management and Professional & Financial Regulation).

The Security and Employment Service Center, a unit within the Department of Administration and Financial Services, provides full human resource services that include labor relations, investigations, training, managing Family Medical Leaves, and recruitment (job postings/selection processes). The position requires flexibility and adaptability in a busy and dynamic team environment and is an integral part of a ten-member human resources staff, working under the direction of the Human Resource Manager. 

Primary responsibilities include:  

  • Provide ongoing employee relations support to agency managers, including technical assistance and guidance with HR processes/policies, contract interpretation and administration, and preparing for and resolving grievances
  • Investigate internal and external complaints and allegations of employee misconduct, write detailed investigation reports, and work with department management to resolve and implement investigation outcomes
  • Provide HR support to managers on matters of coaching, performance management, corrective action and discipline
  • Develop and deliver HR related training programs to managers and staff in the areas of: performance management, employee relations, contract administration/discipline, new employee orientation, selection and payroll
  • Serve as a resource to hiring managers as part of the recruitment and hiring process.
  • Assist with classification activities
  • Respond to questions and provide information about Family Medical Leave utilization.

To be successful in the position, you must demonstrate the following competencies:

  • Knowledge, expertise and experience in conflict resolution including labor/management disputes/disagreements
  • Effective oral and written communication skills and the ability to listen, consult, advise, mediate, train and collaborate with others
  • Ability to investigate complaints and allegations of misconduct, write detailed reports and assist with resolution of resulting issues
  • History of providing effective, responsive human resources and labor relations services
  • Ability to interpret and administer collective bargaining agreements, civil service rules and laws, policies, state and federal laws and procedures
  • Ability to positively contribute to a collaborative team environment 
  • Qualifications

To qualify, you must have a four (4) year combination of education, training and/or experience in human resources or a related field. Preference may be given to candidates with human resources experience, experience in conducting investigations and writing investigative reports, and demonstrated skills/experience in the development and delivery of training programs.
