Job Description:

The Maine Department of Professional and Financial Regulation Board of Nursing seeks an Office Associate II/Endorsement Specialist.

Primary responsibilities include:  

  • Implements the Board's process for issuance of licenses by endorsement to licensed practical nurse and registered nurse applicants from other jurisdictions. Respond to requests for endorsement applications; processes applications following review for completeness and eligibility; generates appropriate correspondence at each step of the application process; verifies information from applicant's state of original licensure.
  • Develops and maintains a system for ensuring pending applications are processed and applicants are licensed in a timely fashion, including following up with applicants when additional documentation is required (court documents, etc.), and filing/entering incoming documents with appropriate applications.
  • Works directly with applicants, other state Boards of Nursing, potential employers, and staffing agencies.
  • Issues 90-day authorization to practice to eligible applicants pending Maine licensure.
  • Issue licenses as directed by Assistant Executive Director.
  • Perform data entry and scans documents into database.
  • Generate annual statistics related to endorsement.
  • Review endorsement section procedure book annually and updates as needed.
  • Apply to routine individual licensure cases an explanation and interpretation of applicable rules, regulations, policies, procedures, codes, and/or documentation requirements.
  • Collect, count, reconcile and/or deposit fees in accordance with set procedures.

To be successful in the position, you must have knowledge of and experience in:

  • Knowledge of information distribution through use of the internet.
  • Ability to perform basic secretarial duties.
  • Ability to collect, count, reconcile and/or deposit fees in accordance with set procedures.
  • Ability to reconcile funds.
  • Knowledge of laws, rules, and regulations applicable and enforced by the Maine State Board of Nursing
  • Knowledge of the Board of Nursing Licensure software
  • Ability to multi-task and prioritize
  • Ability to communicate effectively orally and in writing
  • Ability to work with multiple aspects of the endorsement process in a confidential manner


Training, education, or experience in office and administrative support work that demonstrates 1) competency in applying a solid knowledge of modern office practices to perform complex, varied office support tasks, and 2) the ability to use independent decision-making on the appropriate processes to follow, information to process, and actions to take in accordance with standard procedures.  All positions in this classification assume the qualifications of: Office Assistant IOffice Assistant II, and Office Associate I.
