Baxter State Park seeks a motivated leader with broad knowledge of Human Resources and employee relations in a unionized, public service environment to serve as the Director of Human Resources.  The position will be responsible for all human resources functions within this small quasi-governmental agency, tending to about 20 full-time year-round employees and 40 seasonal employees as they steward the wishes of Governor Percival Baxter.  This will include providing guidance and interpretation of bargaining agreements civil service rules and law, and classification and compensation, managing all aspects of employee lifecycles, and developing and implementing performance management systems.

  • A highly-organized self-starter capable of using professional judgement, prioritizing responsiveness and resolving problems
  • Ability to exercise initiative and judgment in interpreting and applying policies and regulations proactively
  • Excellent communication skills across all levels; both written and verbal
  • Knowledge of state and federal laws and rules, collective bargaining, and workers’ compensation as they apply to State government
  • Knowledge of wage and benefit administration
  • Knowledge of state classification system, job evaluation process, and funding mechanisms regarding position control and management
  • Knowledge of performance management techniques and systems
  • Experience with conflict mediation
  • Knowledge and experience in change leadership

  • Ability to evaluate facts, reach logical conclusions and make sound decisions/recommendations.

  • Ability to represent the Department in various matters




The background of well-qualified candidates will demonstrate the following competencies:

  • A thorough knowledge of Human Resources laws, regulations, and practices evidenced through formal education and/or practical work experience;
  • A demonstrated ability to work collaboratively with management and staff at all levels in arriving at thoughtful, best practice solutions that support organizational goals;
  • An ability to be flexible and adjust to business needs while balancing multiple tasks and priorities;
  • A proven ability to lead a team toward successful accomplishment of the goals of the organization;
  • A solid ability to communicate effectively and efficiently to other state agencies, team members, management peers and executive managers within multiple organizations. 




The value of State’s share of Employee’s Retirement:  18.91% of pay.  The value of State-paid Dental Insurance:  $14.60 biweekly.  The value* of State-paid Health Insurance:


Level 1:  100% State Contribution (employee pays nothing):  $470.99 biweekly

Level 2:  95% State Contribution (employee pays 5%):  $447.44 biweekly

Level 3:  90% State Contribution (employee pays 10%):  $423.89 biweekly

Level 4:  85% State Contribution (employee pays 15%):  $400.34 biweekly



Baxter State Park is an iconic four-season wilderness park, home to Katahdin, the tallest peak in Maine. Some of the most remote, rugged country in the Northeast US lies within the 200,000-acre park, including 47 mountain summits, more than 50 pristine lakes and ponds, and over 200 miles of hiking trails. The park offers over 300 sites for camping and primitive lodging in rustic private cabins, shared bunkhouses, lean-tos, and tent sites. Our headquarters is located in the nearby town of Millinocket.

The park was designated ‘forever wild’ by Percival Baxter, a former Maine Governor, who bequeathed it to the people of Maine. Our primary focus is wilderness preservation, while providing unique opportunities for visitors to closely experience and appreciate a landscape that is truly wild.
