JOB DESCRIPTION:

This position is of a managerial nature in directing and overseeing a tax audit program on the Portland Office. Responsibilities include managing a District Tax Audit Office; planning and directing the activities of a staff of professional auditors and support personnel; reviewing, evaluating, and approving audit reports; developing and implementing an annual audit plan; and interpreting state tax laws, rules, regulations, and procedures.

 

Work is performed under administrative direction.

 

TYPICAL DUTIES

  • Manages a district office to ensure efficient operations and attain established goals and objectives.
  • Plans, directs, and evaluates the activities of a tax audit staff to ensure the established audit schedule is met.
  • Provides information on state tax laws, rules, regulations, and administrative procedures to clarify them for taxpayers, taxpayer representatives, and the public.
  • Develops recommendations for new or revised audit procedures to improve system operations.
  • Reviews, evaluates, and approves audit reports to ensure Bureau standards are met and findings are justified.
  • Makes recommendations and participates in legal actions against tax evaders to ensure tax evaders are prosecuted.
  • Recruits, interviews, and selects Revenue Agents; and oversees training of assigned auditors to ensure a qualified workforce.
  • Compiles records of all registered sellers in his/her district to ensure taxes are paid.
  • Directs staff in obtaining court warrants for violations of tax laws to ensure proper procedures are followed.
  • Develops and implements an annual audit plan to maximize use of audit resources and meet established goals.
  • Confers with Internal Revenue Service officials to compare and exchange tax compliance information.
  • Recommends changes to state tax laws to correct inconsistencies.
  • Implements, administers, and complies with human resource laws, policies, procedures, and practices including: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, communication systems, and employee safety to ensure fair and equal treatment of subordinate personnel.

 

MINIMUM QUALIFICATIONS: 

A bachelor’s degree from an accredited educational institution and six (6) years of progressively responsible, professional level tax auditing experience which includes at least two (2) years in a supervisory role -OR- an equivalent ten (10) year combination of education, training, and experience. Preference will be given to candidates with sales and use tax audit experience.

  • Level 1: 100% State Contribution (employee pays nothing):  $444.68 biweekly
  • Level 2: 95% State Contribution (employee pays 5%):  $422.45 biweekly
  • Level 3: 90% State Contribution (employee pays 10%):  $400.21 biweekly
  • Level 4: 85% State Contribution (employee pays 15%):  $377.98 biweekly

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
