Job Description:

Maine Revenue Services seeks a qualified individual to fill a Tax Section Manager vacancy within the Income/Estate Tax Division.  The position is responsible for the administration of the Maine corporate income tax and financial institution franchise tax programs, including supervising technical and professional staff; planning, developing and directing the activities of the unit; ensuring proper application and implementation of relevant statutory and regulatory provisions and administrative procedures; administering the timely and accurate processing of returns, payments, refunds, requests for advisory rulings, and reconsideration requests; ensuring the accuracy of tax liabilities and tax benefit claims; providing assistance and accurate information to taxpayers and tax professionals; resolving information technology system issues;  collaborating in updating forms, instructions and guidance material; and developing and making presentations to tax professional groups and agency staff.  The successful individual must have a Bachelor’s Degree and 2½ years professional experience in auditing, accounting, or tax administration.  Equivalent related experience may be substituted for education on a year-for-year basis.  The individual must work in the Augusta, Maine office of Maine Revenue Services.

 Work is performed under limited supervision.

 Typical Duties (all with respect to tax programs administered by the Income/Estate Tax Division):

  • Oversee one or more business tax programs
  • Train and supervise technical and professional staff
  • Implement statutory and regulatory provisions
  • Establish and maintain procedures that govern the activities of a unit
  • Oversee the processing of tax returns, payments, and refund requests
  • Provide technical tax information to taxpayers and professionals via phone and in writing
  • Respond to reconsideration requests and requests for advisory rulings
  • Update tax information documents, such as instructions and guidance material

MINIMUM QUALIFICATIONS: 

Bachelor’s Degree and 2½ years professional experience in auditing, accounting, or tax administration.  Equivalent related experience may be substituted for education on a year-for-year basis.

 

(Preference will be given to individuals with federal and Maine corporate income tax and Maine financial institutions franchise tax education and experience.)

The value of State’s share of Employee’s Retirement:  15.37% of salary for BU positions.  The value of State-paid Dental Insurance:  $13.13 biweekly.  The value* of State-paid Health Insurance:

  • Level 1: 100% State Contribution (employee pays nothing):  $444.68 biweekly
  • Level 2: 95% State Contribution (employee pays 5%):  $422.45 biweekly
  • Level 3: 90% State Contribution (employee pays 10%):  $400.21 biweekly
  • Level 4: 85% State Contribution (employee pays 15%):  $377.98 biweekly

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
