The Maine Department of Public Safety is seeking an individual to serve as the Chief Operations Officer in the Office of the Commissioner.  The primary responsibilities include: oversight of the development and implementation of the Department’s biennial budgets and annual work programs; continuous monitoring of the financial status of each bureau and providing guidance and problem-solving to bureau directors; oversee business processes and reporting; representing the Commissioner at meetings and boards. The ideal candidate will have experience in the State’s budgetary and legislative process, have the ability to work and plan beyond the immediate pressures, have the ability to adapt to changing priorities and accept new challenges; and, have a strong commitment to effectiveness and efficiency.  Writing skills are essential. 

This position is responsible for the oversight of the Contract and Grant Management Unit that is charged with applying for statewide formula grants and discretionary grants, awarding sub-grants to partner agencies, managing grant awards, contracting for goods and services and reporting grant-funded activities and financial information to the Federal Government.

This position reports to the Commissioner of the Department of Public Safety.

Responsibilities:

  • Oversee development, submission and legislative process for the biennial budget.
  • Oversee development and submission of the annual work program.
  • Oversee cost allocation for administrative services and facility leases.
  • Oversee administration grant programs (federal and state) in accordance with the statutory authority.
  • Acts as liaison with the Security and Employment Service Center, the Bureau of the Budget and various legislative and executive branch offices.
  • Assist bureau directors with long-range planning, including budgetary initiatives and statutory language amendments.
  • Maintain the Department’s organizational chart.
  • Represent the Commissioner and the Department in meetings and in legislative matters, including occasional testimony to the Legislature.  

The background of a well-qualified candidate will demonstrate the following competencies:

  1. Leadership, including significant experience in budget development, presentation and monitoring through the legislative process.
  2. Management, to include financial, human resources and strategic planning.
  3. Strong organizational skills, including meeting deadlines, exercising strong time-management and meeting expectations and following through on commitments.

Minimum Requirements:

A Bachelor’s Degree in Business/Public Administration, or a related field and ten (10) years of operational supervisory experience or a combination of 14 years education and experience is required. 

Experience with state budgeting, the legislative process, strategic planning and contracting preferred.
