The Department of Agriculture, Conservation and Forestry’s Land Use Planning Commission announces a Senior Planner vacancy. 

 

*This position may be relocated to one of the five regional offices depending on the location of the successful candidate.

 

JOB DESCRIPTION & RESPONSIBILITIES: The Senior Planner is a team member of the Land Use Planning Commission’s planning staff, which provides professional planning services for the unorganized and de-organized areas of the state.  We strive to adapt sound land use planning principles to the LUPC’s unique and sparsely populated service area that covers almost half of the land area of Maine.  The LUPC planning staff come from a variety of backgrounds and disciplines to work together to find creative and timely solutions to changing land use planning needs.

The Senior Planner, in conjunction with permitting staff, uses his or her experience in development review to evaluate zoning petitions and permit applications for significant development projects, including subdivisions and commercial development.  The senior Planner also uses his or her strong analytical skills to write rules and policy statements, staff inter-department initiatives, and analyze development and demographic trends throughout the Commission’s service area.  Public meetings and rule-making proceedings are a regular part of the planning unit’s tasks, which involves travel and evening meetings.  Building strong working relationships with other agencies and stakeholders is an important part of the Senior Planner’s regular work.

MINIMUM QUALIFICATIONS: A bachelor’s degree in land use planning, biological, environmental, or natural resource sciences or other related area and at least four years of professional level planning, research, and development experience – OR – an eight year combination of directly related education, training, and experience. 

 

 Preference will be given to applicants who demonstrate the following:

  • Ability to independently set and meet deadlines and complete multiple large projects over long time frames.
  • Experience creating and implementing ordinances, regulations, and legislation.
  • Experience reviewing large or complex development proposals.
  • Understanding of rural land use, resource industries, conservation, and economic development issues.
  • Experience working for a citizen board
  • Attention to detail, sound judgment, and flexibility
  • Willingness to think creatively, participate effectively in group discussions and work hard.
  • Competence in the use of or ability and willingness to learn database and GIS software for analysis.
  • Demonstrated ability to manage and lead project teams in a constructive and productive manner.

Experience in public presentations and managing stakeholder groups, including an ability to convey complex issues to a wide range of listeners

Value of State-paid Health Insurance*:

Level 1:  100% State Contribution = $461.75 biweekly (employee pays nothing)

Level 2:  95% State Contribution = $438.66 biweekly (Employee pays: 5%)

Level 3:  90% State Contribution = $415.58 biweekly (Employee pays: 10%)
Level 4:  85% State Contribution = $392.49 biweekly (Employee pays: 15%)
