The Department of Agriculture, Conservation and Forestry’s Land Use Planning Commission announces a Planning Manager vacancy. The Land Use Planning Commission is a 9-member, citizen board that governs land use planning, permitting and zoning in the portions of Maine that are unorganized or de-organized, areas covering approximately 10.4 million acres. The staff is responsible for permitting, compliance, planning, and administrative functions, operating out of five regional offices and one central office in Augusta.


BRIEF JOB DESCRIPTION: The Planning Manager leads the Land Use Planning Commission’s planning staff, which provides professional planning services for the unorganized and de-organized areas of the state.  We strive to adapt sound land use planning principles to the LUPC’s unique and sparsely populated service area which covers almost half of the land area of Maine.  The LUPC planning staff come from a variety of backgrounds and disciplines to work together to find creative and timely solutions to changing land use planning needs.

The Planning Manager leads the planning team in policy development, management of the land use planning and zoning functions of the agency, coordination of large permitting projects, relationship building with stakeholders and the public, and the development of policy analysis and position materials.  The position ensures coordinated policy positions and legal interpretations, and efficient and effective completion of planning, zoning and large permitting projects.



  • Excellent personnel management skills suited to a professional environment in which the subordinates are highly qualified and may have post-graduate degrees.
  • The ability to formulate public policy strategy and to articulate the strategy to a variety of internal and external audiences.
  • Excellent written, oral and public presentation communication skills.
  • Knowledge of stakeholder engagement strategies and conflict resolution techniques, and an interest in building collaborative relationships.
  • Knowledge of land use planning and natural resource policy matters, and an interest in continual learning.
  • Knowledge of Natural resource protection principles
  • Knowledge of mapping and database technology, sufficient to give direction to subordinates.
  • The ability to read, understand and analyze complex legal and regulatory documents, and to communicate the contents to a variety of audiences.
  • Knowledge of rural land use planning principles
  • Knowledge of relevant state and federal laws, regulations and policies
  • Knowledge of consensus-building and public participation principles and techniques
  • Knowledge of appropriate procedures for presenting information to the Commission or the Legislature
  • Knowledge of legal principles important to making sound interpretations and argument


Minimum Qualifications:  Bachelor’s degree in Planning, Environmental Science, or a related field and three (3) years’ experience in project or program management.  Prior supervisory experience.

Level 1:  100% State Contribution = $461.75 biweekly (employee pays nothing)
