This position serves as a member of the Maine Bureau of Veterans' Services senior management team as the Veterans Services Outreach Coordinator and is responsible for developing the policies and procedures for outreach and service program partnership implementation in support of veterans and their families.  Work  entails establishing Memorandums of Understanding with groups aimed at building and maintaining relationships with partner veteran organizations such as state and federal agencies, non-profit organizations, public/private schools, businesses, and all other entities with overlapping service of veterans (e.g. education, housing, health care, employment, etc.). 

This position is also responsible for representing the Bureau on key matters before Legislative committees, hearings, public entities, municipalities, outreach events (local, state-wide, regional).  Work also entails directing, implementing, coordinating or participating in sub-programs such as: the Maine Justice Action Committee, the Maine Homeless Veteran Action Committee, the regional veteran court initiatives, ensuring 2-1-1 Maine resources are up-to-date etc.  The position is responsible for and developing strategies and partnerships to achieve established goals related to veteran homelessness and suicide prevention.


  • Knowledge of practices and principles of public policy planning and formulation.
  • Experience working with individuals with mental health, disabilities, substance abuse, HIV/AIDS-related issues, and incarcerated veterans.
  • Experience working in a crisis setting and ability to respond appropriately in an emergency.
  • Knowledge of state and federal laws, rules, and regulations governing veterans benefits.
  • Knowledge of Fair Housing laws and reasonable accommodations.
  • Strong interpersonal skills and client engagement skills.
  • Knowledge of the structure and operations of related state and federal governmental programs to include Legislative and rulemaking processes and procedures.
  • Basic computer knowledge, MS Word and Excel required; PowerPoint preferred.
  • Flexibility required regarding scheduling and prioritizing of tasks.
  • Ability to read, analyze and interpret common technical publications, financial reports and legal documents.
  • Ability to write reports and funding applications which conform to prescribed style and format.
  • Ability to utilize critical thinking skills in decision-making situations, good organizational and record-keeping skills, and good independent judgment.


A Bachelor's Degree in public or business administration, criminology, psychology, sociology or another related field and five (5) years of relevant professional experience. Equivalent experience may be substituted for the educational requirement on a year-for-year basis.  A valid, clean Maine driver’s license and a personally-insured vehicle are also required.  Preference will be given to candidates with a knowledge and understanding of veterans’ issues and other challenges facing veterans.
