JOB DESCRIPTION:

Senior Tax Examiners are working supervisors who supervise teams of Tax Examiners and Tax Examiner IIs and are required to handle the most difficult and complex tax compliance and determination problems.  Responsibilities include making determinations on amount and type of taxes owed and directing collection of taxes.  This Senior Tax Examiner will work in Maine Revenue Services’ Compliance Division Levy Section.  This position directs and controls the flow of levy operations, ensuring that all levies issued by the section meet the legal requirements of due process.  Responsibilities include explaining the relevant law and computation of taxes, working with limited supervision, and interacting with a wide variety of people at all different levels.

TYPICAL DUTIES:

 

  • Plans, organizes, assigns, and oversees section work to ensure an orderly and efficient work flow.
  • Works the most difficult cases assigned to the section when the efforts of tax examiners have been exhausted.
  • Researches and approves levy cases, assigns cases to examiners and perform follow-up to verify the most effective and efficient use of available resources.
  • Explains state tax laws, rules, and regulations to attorneys, Certified Public Accountants, and taxpayers as well as explains proper procedures to be used in determining tax liabilities and filing requirements.
  • Answers telephone, writes letters, and provides assistance and guidance to taxpayers and their representatives.
  • Develops and coordinates section operations and training in order to ensure established goals and objectives are met effectively and efficiently.
  • Reviews financial statements to make recommendations for offers in compromise and to determine appropriate payment arrangements.
  • Prepares employee performance expectations and conducts timely intermediate and annual evaluations.
  • Participates in the interview and selection process of personnel for positions within the Division making employment decisions in compliance with all state and federal AA/EEO requirements and on the principles of equal employment opportunities and affirmative action.

 

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:

 

  • Knowledge of state and federal tax laws, rules, and regulations
  • Knowledge of collections techniques and procedures.
  • Knowledge of confidentiality requirements of tax-related information
  • Knowledge of accounting procedures and systems.
  • Knowledge of Bureau policies and procedures
  • Knowledge of the judicial process as it relates to tax compliance
  • Ability to supervise subordinate personnel
  • Ability to establish payment plans for collecting taxes
  • Ability to oversee the work of other technical and/or clerical employees.
  • Ability to communicate effectively orally and in writing
  • Ability to interpret and apply tax laws, rules and regulations to varying situations.
  •  Ability to detect errors in tax returns.
  •  Ability to analyze information, reach logical conclusions, and make sound decisions.

 

MINIMUM QUALIFICATIONS:

A bachelor’s degree from an accredited educational institution and eighteen (18) months of professional work experience in accounting, auditing, or tax preparation/examination. Equivalent experience may be substituted for education on a year-for-year basis.

BENEFITS:

The value of State’s share of Employee’s Retirement:  14.47% of salary for BU positions.  The value of State-paid Dental Insurance:  $14.31 biweekly.  The value* of State-paid Health Insurance:

  • Level 1: 100% State Contribution (employee pays nothing):  $461.75 biweekly
  • Level 2: 95% State Contribution (employee pays 5%):  $438.66 biweekly
  • Level 3: 90% State Contribution (employee pays 10%):  $415.58 biweekly
  • Level 4: 85% State Contribution (employee pays 15%):  $392.49 biweekly

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
