The Baxter Park Enforcement Ranger is a sworn law enforcement officer who supervises campground rangers and/or gate staff, protects natural resources and enforces BSP Rules & Regulations, provides support for public and employee safety in the Park, participates in search and rescue operations, and supports maintenance efforts within assigned coverage areas.  Candidates should be comfortable working in remote and primitive places, working in a team environment, and performing basic maintenance duties. 

 Baxter Park seeks a Enforcement Ranger to

  • Directs and oversees day to day activities of subordinate personnel in order to effectively manage park operations.
  • Participates in hiring, training, and evaluating subordinate personnel and defines work standards, priorities, and assignments in order to effectively supervise staff.
  • Inspects facilities, equipment, and natural park surroundings in order to ensure park meets established operational guidelines and standards.
  • Formulates policies and guidelines relating to park operations in order to improve operations and protect park resources.
  • Directs and oversees protection of natural and physical resources,  fire control, visitor services, safety and sanitation inspection, and law enforcement activities in order to ensure effective park operations and controls.
  • Recommends and reviews policies for the Standard Operating Procedure Manual in order to protect park resources and enhance visitor utilization.
  • Advises on program development and implementation in order to enhance park's natural resources and educate park visitors.
  • Schedules maintenance activities with other park staff in order to ensure facilities are maintained.
  • Develops safe work practices, evaluates employee performance in terms of worker and visitor safety, and participates with other staff to ensure a culture of safety in the workplace.
  • Writes and submits reports in order to provide information and document park activities.
  • Serve in the scheduled rotation as the on-call Duty Officer for the Park, responding to law enforcement, search & rescue and other incidents as a sworn law enforcement officer and emergency responder in the state of Maine.
  • Patrols the Park in scheduled assignments, evaluates and assesses incidents to determine the appropriate response (education or enforcement).  Works with IF&W, Maine Forest Service and other local law enforcement personnel as necessary to protect Park resources and visitor safety. Issues written warnings and summons for violations of Baxter State Park Rules and Regulations and Maine State Law in compliance with Baxter State Park policy.

Skills, abilities and knowledge relevant to this position include: 

  • Knowledge of applicable laws, rules, regulations, policies and procedures.
  • Knowledge of Advanced Wilderness First Aid techniques.
  • Knowledge of modern Search and Rescue techniques and practices.
  • Knowledge of park management principles, practices, and techniques.
  • Knowledge of modern forest fire control methods and procedures.
  • Knowledge of water safety regulations and guidelines.
  • Knowledge of the laws, rules, regulations, policies, and guidelines applicable to and enforced by Baxter Park personnel.
  • Knowledge of financial, personnel, and recordkeeping procedures.
  • Knowledge of avalanche rescue principles and techniques.
  • Knowledge of insect and disease control principles and practices applicable to outdoor recreational areas.
  • Knowledge of the facilities and equipment normally associated with large state parks.
  • Knowledge of the use and care of firearms.
  • Ability to evaluate park operations and implement improvements.
  • Ability to assign and supervise activities of subordinate personnel.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to deal effectively with a variety of people.
  • Ability to use mountain rescue and fire fighting equipment.
  • Ability to live trap, sedate, and handle nuisance animals.
  • Ability to use applicable computer programs.

 Minimum Qualifications:  

High school graduate or equivalent; twenty-one (21) years of age, and have a three (3) year combination of education, training, and experience in park operations or directly related experience; no criminal record or extensive motor vehicle record.

 -OR- at least 20 years of age and completed an Associate’s Degree or 60 credit hours of post-secondary education –AND- one (1) year in park operations or directly related experience; and no criminal or extensive motor vehicle record.

-AND- One (1) year of supervisory experience.

Licensing/Registration/Certifications Requirements (These must be met by all employees prior to attaining permanent status in this class).

A valid State of Maine Class C motor vehicle operator's license.

Must complete 18-weeks Basic Law Enforcement Training Program; provided by the Maine Criminal Justice Academy (MCJA) within one year of hire - AND - must maintain continued certification by MCJA as a Maine Law Enforcement Officer.

If already commissioned as a sworn law enforcement officer in the United States, please contact the Maine Criminal Justice Academy to transfer your commission to Maine.

Become a Certified Wilderness First Responder within 12 months or request an extension waiver from the Bureau of Human Resources.

Baxter State Park, while independently funded, does share the same benefit packages as the State employee system.  For this position, that includes health and dental contributions, contributions to Maine Public Employees Retirement System and to qualify for the special retirement plan you would need 10 years of service and age 55 or 25 years in a covered position.
