The Department of Administrative & Financial Services is an innovative organization that coordinates a number of central services for agencies within Maine State Government. The Natural Resources Service Center provides financial and budgetary management services as well as human resource and employee relations services to the four natural resource agencies in the State.

 

JOB DUTIES:  Make a difference in your career.  If you’re an accounting professional with strong critical thinking skills looking for a rewarding opportunity, the Natural Resources Service Center could have your next career. As an Accounting Analyst, you will be a critical member of the team managing the financial resources of the state’s natural resource agencies.  These agencies deliver critical services to Maine citizens including protecting the food we eat, preventing and stopping forest fires, mapping the ocean floor, keeping our parks and public lands pristine and accessible, planning wise land utilization and enabling and promoting the safe enjoyment of Maine’s outdoors.

 

In this role, you will:

 

  • Prepare a variety of complex financial reports, and monitor financial and operating information related to federal funds in order to prepare necessary reports;
  • Assist natural resource agency staff with the maintenance of federal and other grant award budgets as well as support various agency mission and goals;
  • Analyze and organize information for independent audits of accounting records;
  • Ensure compliance with laws, policies, and procedures for recording and controlling financial transactions of program budgets and accounts and perform internal control tests on accounts in order to ensure compliance and preparation for audits;
  • Work closely with the financial aid staff in order to project cash flow needed to cover disbursements.

 

Successful candidates will be knowledgeable of Generally Accepted Accounting Principles and skilled in the use of standard desktop technology, particularly spreadsheets.

 

MINIMUM QUALIFICATIONS:  

 

  1. A Bachelor’s Degree in Accounting from an accredited educational institution that includes at least 18 semester hours in accounting coursework; OR

 

  1. An Associate Degree in Accounting from an accredited educational institution and 3 years of practical work experience providing complex technical accounting support in a professional accounting environment; OR

 

  1. 6 years of practical work experience providing complex technical accounting support in a professional accounting environment.

 

Accounting coursework must include successful completion of basic, intermediate, and advanced accounting principles courses.  Experience must demonstrate a comprehension of accounting principles and standards established by the Governmental Accounting Standards Board (GASB).

Value of State-paid Dental Insurance:  $14.31 biweekly

Value of State-paid Health Insurance*:

Level 1:  100% State Contribution = $461.75 biweekly (employee pays nothing)
Level 2:  95% State Contribution = $438.66 biweekly (Employee pays: 5%)

Level 3:  90% State Contribution = $415.58 biweekly (Employee pays: 10%)
Level 4:  85% State Contribution = $392.49 biweekly (Employee pays: 15%)
*The level of actual value of state paid Health Insurance will be based on employee’s wage rate and status with regard to the health credit premium program.
