DESCRIPTION

The purpose of this position is to provide professional advice and expertise about communication issues to agency and executive management.  The position will exercise independent judgement on important matters affecting the agency’s operations, such as: legal, human resources, finance, technological resources, policy development, advocacy, an agency’s relationship with other agencies, the Governor’s Office, the Legislature and its constituents.  The position is responsible for developing strategy and content associated with all employee and retiree benefit program communications administered by the Office of Employee Health & Benefits, including paper, email, social media, and website.  The position will oversee the production and distribution of communications to all State of Maine and Ancillary benefit program members.  The position will ensure compliance with federal benefit communication rules.

REPRESENTATIVE TASKS:  

  • Plan, direct and coordinate all office communications to ensure established goals and objectives are achieved.
  • Assess and evaluate communication initiatives to ensure that internal and external client needs are being met and to enhance the delivery and understanding of desired messages.
  • Establish and maintain an effective communication process and build relationships to ensure that the interests of clients, trustees, partners and others are identified and addressed.
  • Develop and execute innovative strategies to deliver information to plan participants.
  • Work collaboratively with internal and external clients to ensure accuracy of all benefit program information.
  • Assist in development of Requests for Proposals and the evaluation of proposals.
  • Consult and collaborate with Executive Director and participating vendors to oversee the scope and content of reports and presentations.
  • Research, analyze, and provide recommendations on policy changes and communications proposals to senior management and the Employee Health Commission.

 

 

MINIMUM QUALIFICATIONS:

Associates Degree and a minimum of five (5) years’ experience working in or as a consultant to a professional organization in a creative and/or technical communications capacity.

Level 1:  100% State Contribution (employee pays nothing):  $461.75 biweekly

Level 2:  95% State Contribution (employee pays 5%):  $438.66 biweekly

Level 3:  90% State Contribution (employee pays 10%):  $415.58 biweekly

Level 4:  85% State Contribution (employee pays 15%):  $392.49 biweekly

 

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
