The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services that protect the public health and assist our customers in meeting their needs. The Division of Licensing and Certification (Division) provides regulatory oversight to protect vulnerable populations from harm and substandard quality of care by enforcing state and federal regulations related to the provision of health services.

Job duties:

 As the Manager of the Survey and Certification Unit, you will be responsible for coordinating and leading the activities of the Acute and Long-Term Care survey and administrative support staff engaged in regulatory oversight of federally certified healthcare facilities throughout the state. You will be responsible for:

  • Ensuring that the Division fulfills the requirements of the Centers for Medicare and Medicaid Services (CMS) for federal certification of long-term care and acute care facilities. This will require you to have an in-depth knowledge of the CMS State Operations Manual and Medicare Conditions of Participation.
  • Ensuring that all state licensing requirements are met.
  • Ensuring that the Division meets the CMS State Performance Metrics for quality, frequency and enforcement measures related to survey and certification activities.
  • Providing quality assurance reviews of surveyor work-products. This will require you to have a thorough understanding of the CMS Principles of Documentation.
  • Ensuring that both federal and state enforcement actions are completed within established timeframes.
  • Working with supervisors to ensure that certification surveys and complaint investigations are conducted within established timeframes.
  • Participating in certification and licensing surveys and complaint investigations as needed. This will require you to complete all CMS mandatory surveyor training within 6 months of employment.
  • Ensuring that staff members are complying with DHHS and Division policies and procedures.
  • Triaging complaints.
  • Responding to questions from complainants, facilities and other stakeholders in a timely manner.
  • Engaging with healthcare facility leadership to address questions/concerns related to federal certification and state licensing activities.
  • Working with the CMS Regional Office; the CMS Fiscal Intermediary and healthcare facilities to ensure all State Agency requirements are met in health care facility certification processes.
  • Communicating with the CMS Regional Office and participating in CMS phone calls and conferences.

MINIMUM QUALIFICATIONS:

 A seven (7) year combination of education and experience in professional nursing.

 

 LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS: (These must be met by all employees prior to attaining permanent status in this class).

 Licensed as a Registered Professional Nurse as issued by the State Board of Nursing and a valid Maine driver's license.

Preferred candidates will ALSO have:
o Experience with state and federal regulations governing healthcare facilities
o Experience in leading effective teams
o Investigative skills/abilities in order to determine underlying causes of non-compliance with state/federal regulations
o Critical thinking skills
o Excellent written and verbal communication skills
o Time management skills and the ability to prioritize work
