The Bureau of Human Resources is recruiting for the General Government Service Center Human Resources Director, which is a vacancy created by promotion.

The successful candidate for this position will play a significant role in this effort.  This position is responsible for overseeing human resource functions and activities for the Department of Administrative and Financial Services, Department of Education, Department of Economic and Community Development, Governor’s Office, and several other interesting agencies.  You will be responsible for providing a full range of human resource activities along with technical and strategic advice to Office Directors and Supervisors within all these departments and agencies.  Responsibilities also include oversight and involvement in a high volume of labor relations activities, grievance resolutions, contract administration, investigations, recruitment, training, and special projects as assigned. This is a very exciting role with opportunities for creativity and innovation.


  • Proven successful experience in human resources;
  • A demonstrated ability to effectively represent human resources in labor relations/management relations activities;
  • Knowledge of and prior experience working with collective bargaining agreements in a high-volume setting;
  • Knowledge of federal merit system principles and Maine Civil Service Law and Rules;
  • Exceptional leadership skills including the ability to lead and mentor professional human resources team members;
  • Comfortable in a fast-paced environment with independent decision-making and shifting priorities;
  • Proven ability to build engaging and effective relationships and foster collaboration;
  • Proven ability to think strategically and develop successful programs, processes, and practices;
  • Ability to analyze data in order to anticipate management needs;
  • Expertise training managers, supervisors, and employees on a variety of topics;
  • Education and training related to human resources;
  • Certification or the ability to achieve certification in the human resources field;
  • Excellent communication skills and ability to represent the State in the best possible light.


The value of State’s share of Employee’s Retirement:  19.27% of pay.  The value of State-paid Dental Insurance:  $14.31 biweekly.  The value* of State-paid Health Insurance:

Level 1:  100% State Contribution (employee pays nothing):  $461.75 biweekly

Level 2:  95% State Contribution (employee pays 5%):  $438.66 biweekly

Level 3:  90% State Contribution (employee pays 10%):  $415.58 biweekly

Level 4:  85% State Contribution (employee pays 15%):  $392.49 biweekly

 *The level of the actual value of state paid Health Insurance is based on wage rate and status with regard to the health credit premium program.
