JOB DESCRIPTION

 

This is administrative work in applying laws and regulations to the assessment of taxes due.  This classification is differentiated from Tax Examiner in that it supervises Tax Examiners and it is required to handle the most difficult and complex tax problems.  This position is located in the Income Tax Division at 51 Commerce Drive in Augusta, Maine.

 

Responsibilities include making determinations on amount and type of taxes owed, explaining the relevant law and computation of taxes owed and handling the most difficult and complex tax problems.  Senior Tax Examiners work with limited supervision and they work closely with the employees under their direction.  They need to interact effectively with a wide variety of people, at all different levels- senior managers, subordinates, fellow supervisors, tax/legal professionals and, above all, with taxpayers themselves.  They must be knowledgeable, tactful, and professional.  In the Income Tax Division, Senior Tax Examiners have an integral role in reviewing work of those they supervise and will provide guidance and feedback when appropriate.  Senior Tax Examiners are instrumental in training less experienced tax examiners.  Senior Tax Examiners review all types of federal and state tax returns; they also must have the ability to gather information from a variety of sources, thoroughly review and analyze such information, and make decisions regarding the correct course of action.   Strong writing skills are important.  Senior Tax Examiners are also tasked with drafting and reviewing reconsideration memos and letters.

 

TYPICAL DUTIES

  • Plans, organizes, assigns, and oversees section work to ensure orderly and efficient work flow.
  • Advises public officials, taxpayers, and their representatives in order to respond to requests for technical information concerning the application of Maine tax laws.
  • Answers telephone (including the Practitioner Hotline), writes letters, and gives opinions of a complex nature to the public and professionals in order to provide requested information.
  • Develops and coordinates section operations and training in order to ensure established goals and objectives are met effectively and efficiently.
  • Researches, reports, and recommends changes in section procedures and practices in order to enhance operational efficiency.

REQUIREMENTS

 

  • Knowledge of state and federal income tax laws, rules, and regulations, including individual and fiduciary income tax, estate tax, real estate withholding, and employer withholding laws.
  • Experience in reviewing state and federal tax returns, with an emphasis on individual income and employer withholding taxes.
  • Supervisory experience and knowledge of personnel management concepts.
  • Ability to learn and adhere to confidentiality requirements of tax-related information.
  • Knowledge of accounting procedures and systems.
  • Experience building spreadsheets with MS Excel and creating reports, letters and other documents using MS Word.
  • Ability to oversee the work of other technical and/or clerical employees.
  • Ability to communicate effectively orally and in writing.
  • Ability to interpret and apply income and estate tax laws, rules, and regulations to varying situations.
  • Ability to analyze information, to reach logical conclusions, and make sound decisions.
  • Knowledge of the principles and practices of income and estate tax administration.

 

MINIMUM QUALIFICATIONS

In order to qualify, you must have a Bachelor’s Degree in Accounting, Business Administration, Economics, or a related area and 18 months of professional work experience in accounting, auditing, or tax preparation/examination.  Equivalent experience may be substituted for education on a year-for-year basis. 

All candidates applying for a position at Maine Revenue Services will be subject to a tax clearance check.  In order to be selected for a position, an applicant must have filed all his or her Maine returns and paid all Maine tax liabilities. 

 

For all candidates not currently employed at Maine Revenue Services:  State law requires that applicants seeking initial employment with Maine Revenue Services undergo a fingerprint-based state and federal criminal history record check.

  • Level 1:  100% State Contribution (employee pays nothing):  $444.68 biweekly
  • Level 2:    95% State Contribution (employee pays 5%):  $422.45 biweekly
  • Level 3:    90% State Contribution (employee pays 10%):  $400.21 biweekly
  • Level 4:      85% State Contribution (employee pays 15%):  $377.98 biweekly

 

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
