DESCRIPTION:

Do you like details?  We are looking for someone to become a subject matter expert in all finance related areas for the Security and Employment Service Center.  This position primarily provides services to the Department of Public Safety and the Department of Professional and Financial Regulation.  This is professional services work providing administration with in-depth and continuous analyses of department finances including revenue forecasts, compiling budget packages and coordinating the development and implementation of departmental financial policies and procedures. Additional responsibilities include supervising two financial analysts and other financial staff. Work is performed under limited supervision and requires independent judgement. The position is based in Augusta with one to two days a week in Gardiner.

REPRESENTATIVE TASKS

  • Provides budgetary information, revenue forecasts, and analyses of department and bureau finances in order to keep administrators informed of financial status and resources.
  • Acts as technical resource in order to provide support to all professional accounting and analyst staff in the areas of cost accounting, cost analysis, financial analysis, and financial statement preparation.
  • Develops and oversees the implementation of standardized financial reporting formats and procedures and other financial systems for department agencies in order to ensure and document compliance with applicable state and federal fiscal regulations and standards.
  • Advises and consults with commissioners, directors and other management personnel on financial operations and administrative problems in order to develop and recommend solutions.
  • Develops and recommends annual and project budgets in order to support attainment of department goals.
  • Analyzes financial policies and procedures, recommends appropriate modifications, and implements approved modifications in order to improve the efficiency, economy, and control of departmental financial operations. 
  • Performs in-depth cost accounting and cost/benefit modeling and analyses of departmental programs and proposals in order to determine cost effectiveness.
  • Prepares biennial budget in order to ensure sufficient resources exist to meet established goals and objectives.

 

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: 

  • Knowledge of business and public administration principles, practices, and techniques.
  • Knowledge of financial management principles, practices, and techniques.
  • Knowledge of accounting and auditing principles, practices, and procedures.
  • Knowledge of managerial and cost accounting theory, principles, and practices.
  • Knowledge of AICPA/GAAP/GASB standards for governmental organizations.
  • Knowledge of federal funding rules and regulations.
  • Ability to conduct complex cost, cost/benefit, forecasting, and financial analyses and modeling.
  • Ability to plan, organize, direct, and coordinate fiscal and administrative services for a complex group.
  • Ability to interpret and apply policies and regulations and systematize procedures.
  • Ability to advise subordinates, administration officials, and others on financial and administrative matters.
  • Ability to prepare budgets and execute work programs.
  • Ability to communicate effectively both orally and in writing.
  • Ability to provide effective supervision.

 

QUALIFICATIONS

An eight (8) year combination of education and experience comprised of a Master's Degree in Business Administration or closely related field and five (5) years of responsible experience in cost, cost/benefit, and financial analysis. Directly related experience may be substituted for education on a year-for-year basis.
