This position provides secretarial support to the Bureau of Alcoholic Beverages and Lottery Operations’ Liquor Licensing and Enforcement Division Manager, and requires an advanced knowledge and understanding of office processes, business practices, and clerical functions. Work consists of assisting the Division Manager by providing complex secretarial support.   This position requires the ability to use independent judgment, initiative, and discretion to make determinations on delegated administrative matters.  This position will provide supervision for seven (7) administrative staff, setting expectations, evaluating performance, and approving the use of sick and vacation time.   In addition, this position will be required to plan, assign, instruct, review and monitor the work of the administrative support staff.




  • Knowledge of Civil Service Rules and collective bargaining unit contracts.
  • Knowledge and understanding of Human Resources policies and procedures.
  • Knowledge of supervisory principles, methods and techniques.
  • Knowledge of teamwork principles and strategies.
  • Ability to plan, assign, instruct, review and monitor the work of subordinate staff.
  • Ability to create basic graphics and illustrations for publications and promotional materials.
  • Ability to develop, makes changes to and update webpage(s).
  • Ability to collect, count, reconcile, and deposit fees in accordance with established procedures.
  • Ability to verify, code, compute and/or reconcile data on standard documents.
  • Ability to reconcile funds, process refunds and protested checks.
  • Ability to coordinate and present workshops, trainings, and orientation sessions.
  • Ability to confidently work within timelines and schedules.
  • Ability to conduct research; gather information and analyze results in order to make recommendations.
  • Ability to maintain confidentiality; using discretion and sound judgement in dispensing information.



Training, education, or experience in office and administrative support work that demonstrates 1) competency in applying a solid knowledge of the principles and practices of office processes and administrative functions to perform complex secretarial support tasks, and 2) the ability to use independent judgment, initiative, and discretion to make determinations on varied matters. All positions in this classification assume the qualifications of: Secretary.


Preference will be given to candidates with at least 3 years’ experience supervising subordinates, conducting performance appraisals, and assigning work to more than one employee.
