Job duties:

You will serve as the manager of the HIV and Tuberculosis Care Programs for the Infectious Disease Prevention Program. The Infectious Disease Care Program Manager manages the Ryan White HIV/AIDS Program Grants and the ID Care program. These programs are designed to assist people living with HIV/AIDS, active tuberculosis disease, and latent tuberculosis infection access treatment, care, and supportive service programs to improve health outcomes and reduce disease transmission.

You will also:
• Develop, coordinate, implement and evaluate statewide HIV and TB Care services including Ryan White Part B and ADAP.
• Manage Federal grants, including annual application, reporting requirements, and policy monitoring;
• Monitor State contracts with TB, Ryan White and ADAP sub-grantees to include implementation, coordination and evaluation of purchased services;
• Analyze program data for quality improvement purposes;
• Prepare and disseminate reports using program data;
• Develop and maintain protocols related to implementation of TB, Ryan White Part B and ADAP services as assigned;
• Collaborate with staff in the Maine CDC and other state agencies;
• Involvement and collaboration in the development of program policies, and State rules and laws;
• Provide community leadership and program representation at national, regional, state, and local levels;
• Ensure supervision, training, and development of assigned program staff


A Bachelor’s Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education – AND – three (3) years’ experience in health program planning, development, implementation, and evaluation – OR – an equivalent seven (7) year combination of education, training, and experience.

Preferred candidates will have:
o Excellent oral and written communication skills.
o Knowledge and experience with infectious disease, specifically HIV and tuberculosis.
o Knowledge of and experience with the Ryan White HIV/AIDS Program.
o The ability to establish and maintain effective working relationships with a diverse group of internal and external partners.
o Strong computer skills.
o Ability to work with managers and staff to identify training needs and research information on training/meeting opportunities, or to provide outreach materials for systems in need of technical assistance.
o The ability to guide strategic discussions and help groups to reach decisions that will further the mission of the Infectious Disease Prevention Program.
o Experience directly related to management of Federal grants and related policies and regulation.

Level 1:  100% State Contribution = $444.68 biweekly (employee pays nothing)
Level 2:  95% State Contribution = $422.45 biweekly (Employee pays: 5%)
Level 3:  90% State Contribution = $400.211 biweekly (Employee pays: 10%)
Level 4:  85% State Contribution = $377.98 biweekly (Employee pays: 15%)
*The level of actual value of state paid Health Insurance will be based on employee’s wage rate and status with regard to the health credit premium program as of July 1, 2018.
