SENIOR AUDIT ANALYST (Public Service Manager II)

 

JOB CLASS CODE:  MA30       SALARY:  $57,366.40- $78,728.00/annually

JOB DESCRIPTION:  

This position will assist with coordinating the diverse activities of the Internal Audit Unit within the Office of the State Controller.  Responsibilities focus on conducting internal audits as lead auditor with subordinate staff.  Additional responsibilities include: formulating, implementing and evaluating GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) standards; assisting with managing the State’s internal control law (5 MRSA, §1541, sub-§10-A) and continued monitoring of compliance with this law; and, examining complex accounting systems and evaluating business processes to ensure that appropriate internal controls are designed, implemented and operating effectively.  Work involves field supervsion of professional staff and is performed under administrative direction.

 

KNOWLEDGES, ABILITIES AND SKILLS REQUIRED:

  • Knowledge of state and federal laws, rules, and regulations applicable to preparation of the Comprehensive Financial Annual Report.
  • Knowledge of the Uniform Guidance.
  • Knowledge and understanding of the Green Book and COSO Internal Control Integrated Framework.
  • Knowledge and understanding of Service Organization Control audits.
  • Knowledge and understanding of Business Continuity and Disaster Recovery (BCDR).
  • Knowledge of accounting systems of large government units.
  • Knowledge of accounting and auditing theories, principles, and practices.
  • Knowledge of IIA/AICPA/GAO/auditing standards for governmental organizations and private businesses.
  • Knowledge of governmental accounting, external and internal auditing, and financial reporting.
  • Knowledge of generally accepted accounting principles (GAAP).
  • Knowledge of information system auditing.
  • Ability to develop and implement policies and procedures.
  • Ability to understand and stay current with Government Accounting Standards Board pronouncements and revisions.
  • Ability to understand complex financial accounting systems.
  • Ability to prepare complex financial reports.
  • Ability to communicate effectively orally and in writing.
  • Ability to analyze and evaluate accounting systems, information systems, methods, and procedures and other control mechanisms.
  • Ability to research laws, regulations, and highly technical accounting issues and offer sound advice.
  • Ability to learn and implement new accounting and auditing pronouncements.
  • Ability to review work of professional staff for accuracy, completeness, and conformance to professional auditing standards.
  • Ability to plan, schedule, monitor, and evaluate work of professional staff.
  • Ability to develop, present and defend critical audit findings.

 

MINIMUM QUALIFICATIONS:  To qualify, your background must include certification as a CPA, CIA or CISA and four year of supervisory level auditing experience.
